would, if charged with any offence whatsoever, come before exactly the same tribunal as a British subject, born in London of British parents, who was charged with the same offence, and the same criminal laws would apply to both classes of person. English law draws no such distinction as appears to be drawn in the Consul General's letter of the

20th Sept ember, 1926, between a "sujet" and a "citoyen".
